That work was completed across the final months of 2024 and the opening months of 2025, clearing the path for LAMP to move into site preparation. For a project of this scale, spanning 701 acres in Liberty County, that clearance did not happen by moving quickly through a checklist. It happened through a deliberate process of confirming that every major system on the campus, power, water, transportation, and site development, meets the standards required before construction can begin.
What Permitting Actually Confirms
Permitting is not a formality. It is the process that verifies a project’s infrastructure plans meet the regulatory standards required to protect water resources, manage environmental impact, and support safe, functional development.
For a campus planned around energy generation, water systems, transportation access, and industrial operations, that verification has to happen before a single piece of equipment moves onto the site. Each system carries its own set of requirements, and each one has to be reviewed and confirmed independently before it can be built.
This is also where LAMP’s infrastructure first approach is tested against real regulatory standards, not just internal planning documents. A plan that looks sound on paper still has to meet the requirements set by the agencies responsible for water management, environmental protection, and industrial site development. Clearing that review is what turns a master plan into a buildable one.
What Was Completed
During this window, LAMP completed key permitting activities and regulatory coordination, including infrastructure planning approvals, water system approvals, and the site development requirements necessary to begin construction.
Infrastructure planning approvals confirmed that the campus’s power, transportation, and utility systems are designed to meet applicable regulatory standards before construction begins. This included confirming that LAMP’s behind the meter power strategy, planned around natural gas and solar generation with room to scale toward long term capacity, aligns with the requirements of the regional power market and applicable state standards.
Water system approvals confirmed that LAMP’s water management plans, including storage, detention, and rainwater capture systems, meet Texas Commission on Environmental Quality compliance standards. Water planning at LAMP is built around more than 50 million gallons of planned storage capacity, along with detention ponds and rainwater capture systems designed for long term resilience. Securing approval for that system was a necessary step before any construction tied to water infrastructure could move forward.
Site development requirements were finalized to ensure the campus is built according to the codes and standards that govern industrial development in Liberty County and the state of Texas. That includes confirming that site layout, transportation access along Highway 90, and future utility corridors are designed in compliance with the regulatory framework that governs industrial construction in the region.
Why This Phase Matters to Liberty County
Regulatory approval is what holds a project accountable before construction ever begins. It means LAMP’s water management systems, infrastructure design, and site development plans have been reviewed against the standards built to protect the surrounding community and its natural resources.
This is not a step LAMP moves past quickly. It is the process that gives residents, regulators, and future industrial partners confidence that the campus is being built the right way, not just the fast way. A project that skips or rushes regulatory review puts the surrounding community at risk of exactly the kind of problems these approvals are designed to prevent, strained water systems, unmanaged environmental impact, and infrastructure that cannot support the industries it was built for.
LAMP’s Community Relations Program remained active throughout this phase, keeping residents informed even as the work itself stayed largely administrative and technical. That includes ongoing coordination with the Committee of the Community, made up of ten Liberty County members who meet regularly with LAMP leadership to review project updates and raise resident concerns. Regulatory milestones like this one are part of what that committee reviews, ensuring that permitting progress is communicated clearly rather than left as an internal detail.
Liberty County residents are not being asked to take LAMP’s infrastructure claims on faith. Every system on the campus, from water storage to power generation to transportation access, has now been reviewed against the regulatory standards designed to hold industrial developers accountable. That review process is what separates a campus built to last from a project built to move fast and address problems later.
How This Fits the Broader Timeline
Permitting and regulatory approval followed directly from the site acquisition and the master planning and engineering work completed earlier in this same window. Each stage of LAMP’s development depends on the one before it. Planning defines what the campus will become. Engineering makes that plan buildable. Permitting confirms that the plan meets the legal and environmental standards required to move forward. Skipping or shortening any one of those stages would put every stage after it at risk.
That sequencing is deliberate, and it reflects the broader principle behind LAMP’s development: infrastructure should be planned, engineered, and approved together, not addressed piece by piece as problems arise. A campus supporting advanced manufacturing, energy infrastructure, rare earth magnet manufacturing, robotics, aerospace, defense, and logistics under one master plan cannot afford to treat any of those systems as an afterthought. Regulatory approval is the checkpoint that confirms none of them were.
What Comes Next
With permitting and regulatory approvals complete, LAMP moves into site preparation and grading, with vertical construction targeted to begin in late 2025 and Phase 1 completion targeted for December 2026. Site preparation will be the first physical construction activity on the property, turning nearly two years of planning, engineering, and regulatory work into visible progress on the ground.
Regulatory approval does not slow LAMP down. It is what makes sure everything built afterward stands on solid ground, in every sense of the word. As the campus moves into its next phase, that foundation, technical, regulatory, and administrative, is what will allow construction to proceed without the delays and complications that come from cutting corners earlier in the process.
