The Committee of the Community is that table. Applications are open now for Liberty County residents ready to serve, and this is a paid position.

What is the Committee of the Community?

The Committee of the Community is a standing body of Liberty County residents, your neighbors, who sit directly with LAMP Texas leadership on a regular, scheduled basis. This is not a focus group. This is not a photo opportunity. It is a formal, on the record forum where residents review campus operations, raise concerns, and hold LAMP accountable to the commitments it has made to this community.

Independent by design
The committee is made up entirely of Liberty County residents. No LAMP staff. No corporate representatives. Just your neighbors.
Accountability in practice
Committee members have the authority to examine campus decisions, request information, and demand answers, on the record.
A standing commitment
This is not a one time meeting. The committee meets on a regular schedule, ensuring ongoing oversight, not just when something goes wrong.

The committee sets its own agenda

LAMP staffs the meetings and provides the data. The committee decides what it examines, what questions get asked, and what gets reported back to the community. LAMP leadership shows up to answer, not to direct.

This is a paid seat of trust. Members are compensated for their time and service, but they are not LAMP employees and they do not answer to LAMP. They are residents who chose to serve their neighbors.

TERMS OF SERVICE

What serving looks like

Committee service is designed to be meaningful without being burdensome. Terms are structured to ensure continuity while bringing in fresh voices. Meetings are held at times and locations accessible to Liberty County residents.

Two year terms
Staggered terms ensure institutional memory while rotating in new voices each cycle.

Monthly meeting
One standing meeting per month, at a consistent time and location.

Two hours per session
Most meetings run approximately two hours, with additional time available for follow up as needed.

Paid position
Members are compensated for their time and service, recognizing the responsibility of representing their neighbors at LAMP’s table.
Meetings are held in Liberty County at a publicly accessible location. Exact timing and venue are confirmed upon committee formation and published in advance.

COMMITTEE FUNCTIONS

What the committee actually does

Review campus decisions
The committee examines upcoming and ongoing campus operations, from environmental monitoring to employment practices, before and after decisions are made.
Bring resident concerns forward
Members serve as a direct channel between their neighbors and LAMP leadership. Concerns raised by residents are brought to the table and addressed on the record.
Meet on a standing schedule
The committee convenes monthly, ensuring that oversight is continuous, not reactive. LAMP leadership is expected to attend and respond.
Report back to the community
Meeting minutes are published. Committee members are expected to stay connected to their neighborhoods and communicate what they learn.
MEMBER RIGHTS AND ACCESS

What a seat comes with

Committee members are not figureheads. A seat on the Committee of the Community comes with defined rights, direct access, and formal standing that LAMP is obligated to honor.
01- Direct sessions with leadership
Regular, scheduled time with LAMP Texas senior leadership, not through intermediaries.
02- Access to monitoring data
Environmental, operational, noise, water, air, traffic, and community impact data is made available for review.
03- Formal standing rights
The right to call special sessions, request specific information, place items on the agenda, and walk the site with 48 hours’ notice.
04- Published minutes
Every meeting is documented, with minutes published within 10 days.
05- Right to record dissent
If a member disagrees with a committee position or finding, that dissent is recorded and published alongside the official minutes.
06- Direct liaison access
Each member has a designated point of contact within LAMP’s Community Relations team for follow up between sessions.

SELECTION PROCESS

How you get a seat

From application to first session, the process is straightforward and transparent. There are no political appointments and no insider connections required, just a Liberty County resident who meets the published criteria for their seat and is willing to do the work.

We looked at running this as a straight public vote. Publish every applicant’s profile, let the community vote, seat whoever gets the most votes. It reads well. It also has a real weakness. A small, coordinated group can agree in advance to vote each other into every open seat, and turnout on local civic votes tends to run low enough that a coordinated push does not need many people to win everything. A vote also has no way to catch a conflict of interest or a pending legal matter before someone is seated.

So here is how it actually works:
  • Eligibility criteria for each seat are published before anyone applies.
  • Anyone who meets the criteria can apply, or be nominated by a neighbor.
  • LAMP reviews every application against the published standard and selects who is seated.

Applicants are notified of their status at each stage, and the final roster is published before the first session convenes.

The application takes about five minutes. It asks four things: who you are, which seat you’re applying under, your tie to Liberty County, and the one question you’d want answered first if you were sitting across from LAMP leadership. No essays. No interviews. No gatekeeping beyond meeting the published criteria for your seat.
