After months of planning, engineering, and regulatory approval, construction officially began at LAMP in the second quarter of 2025. Large-scale earthwork, grading, utility installation, road development, drainage improvements, and the construction of detention ponds are now underway across the 701-acre site, marking the first physical construction activity on the property and the beginning of the work that will carry the campus toward vertical construction.

For Liberty County residents who have watched this project move through planning and permitting, this is the phase where LAMP becomes visible on the ground.

What Site Preparation Actually Involves

Site preparation is the foundation beneath the foundation. Before any building can rise, the land itself has to be shaped, graded, and equipped with the systems every future structure will depend on.

Large-scale earthwork and grading reshape the site to support construction, manage water flow, and create stable ground for the roads, utilities, and buildings that will follow. This is heavy, physical work, and it is also precise work, guided by the engineering plans completed during the previous phase to ensure the finished grading supports the campus exactly as designed rather than approximately.

Utility installation brings the power, water, and communications infrastructure planned during earlier phases into physical form. Underground lines, corridors, and connection points installed now are what will allow future buildings to connect to campus systems without disruptive work later. Getting this sequencing right, utilities before buildings, is central to LAMP’s infrastructure first approach.

Road development establishes the internal circulation of the campus, connecting future industrial sites to Highway 90 and the regional transportation network beyond it. Reliable internal roads are what will allow the campus to function as one coordinated system rather than a series of isolated sites reachable only with difficulty.

Drainage improvements and detention pond construction manage stormwater across the property, protecting both the campus and the surrounding area from the kind of water management problems that can follow large-scale development when they are not planned for in advance. These systems are part of LAMP’s broader water strategy, which includes more than 50 million gallons of planned storage capacity built to meet Texas Commission on Environmental Quality compliance standards.

Why This Sequence Matters

Every element of site preparation is being built in the order it needs to happen. Grading has to come before utility installation. Utility corridors have to be in place before roads are finished around them. Drainage and detention systems have to be functional before the site can safely support the weight and activity of vertical construction.

That sequencing is not a matter of convenience. It is what determines whether the campus that eventually rises on this land performs the way it was designed to, and whether the community around it experiences a construction process that proceeds smoothly rather than one interrupted by problems that better sequencing could have prevented. A drainage system installed out of order, or a road built before the utility corridors beneath it are finished, creates rework that costs time and money and disrupts the surrounding area more than necessary. Getting the order right the first time avoids all of that.

This is also where the planning and engineering work completed in the prior phase proves its value. A site plan is only as good as its execution, and execution is only as good as the sequencing behind it. What is happening on the ground now is the direct result of decisions made months earlier about where roads, utilities, and drainage systems needed to go.

LAMP’s Community Relations Program remains active throughout site preparation, and this phase is where that engagement becomes especially important. Visible construction activity naturally raises questions, about noise, traffic, dust, and timeline, and the Committee of the Community, made up of ten Liberty County residents who meet regularly with LAMP leadership, exists specifically to make sure those questions reach the project and get answered directly rather than left unaddressed.

Building for the Long Term, Not Just the Next Phase

Site preparation at LAMP is being built to support a campus designed for advanced manufacturing, energy infrastructure, rare earth magnet manufacturing, robotics, aerospace, defense, research and development, and logistics, all operating within one coordinated system. That range of industries means the infrastructure being installed now has to be capable of supporting demands that go well beyond a single tenant or a single use case.

That is part of why earthwork, utility installation, and drainage systems are being built at the scale they are. A campus meant to operate for decades cannot be built to just barely meet its opening day requirements. It has to be built with room to grow, using infrastructure sized for the long term power strategy already planned for the site, from its initial behind the meter generation toward its long term capacity of up to 3 gigawatts. The same principle applies to water infrastructure and road capacity, both sized to support a fully built campus rather than only the first tenants to occupy it.

What Comes Next

With site preparation underway, LAMP continues toward vertical construction, targeted to begin in late 2025, with Phase 1 completion targeted for December 2026. Each stage of visible progress from this point forward builds directly on the grading, utilities, roads, and drainage systems being completed now.
