LAMP Texas has completed the acquisition of a 701-acre site near Raywood in Liberty County, along Highway 90. The property gives the Liberty American Multi-Sourced Power & Innovation Hub the physical ground it needs to move from planning into development.
This is the first major milestone in a long-term, multi-phase project designed to bring advanced manufacturing, energy infrastructure, industrial operations, research and development, and logistics together on one coordinated campus. It is also the point at which years of planning become something tangible, a real property with real boundaries, ready to support a development strategy built for decades, not just a single construction cycle.
Why This Site
Liberty County sits inside the Greater Houston region, with the Highway 90 frontage giving the campus direct access to regional freight routes, the Port of Houston, and George Bush Intercontinental Airport. That combination of location and access made this site a strong fit for a project built around long-term industrial growth.
Location alone does not make a site viable for a campus of this scope. What makes Liberty County work for LAMP is the combination of regional connectivity and the physical space to build an integrated campus rather than a single facility. Few sites offer both at this scale, and fewer still offer them within reach of an established industrial region like Greater Houston.
Size mattered just as much as location. A smaller property would have meant competing demands for space from day one, power infrastructure fighting with water systems fighting with future buildings. At 701 acres, LAMP has enough room to plan those systems together rather than squeezing them in piece by piece.
That kind of room matters because industrial needs change over time. Manufacturing processes evolve, production scales up, and infrastructure requirements grow more complex. Securing a site that can absorb that growth now means LAMP won’t be boxed in later. A campus built on a constrained footprint eventually has to choose between expansion and function. LAMP was designed to avoid that choice altogether.
Infrastructure First, Buildings Second
With the land secured, the next step is planning the systems that future tenants will depend on: power generation, water management, transportation access, utility corridors, and communications, all considered as parts of one connected environment rather than separate projects layered on top of each other.
That approach is deliberate. A finished building isn’t worth much if the power, water, or utility capacity it needs isn’t ready when operations are set to begin. Planning infrastructure alongside the buildings, instead of after them, is meant to prevent that gap.
LAMP’s power strategy reflects that same philosophy. The campus is planned around behind the meter generation, an initial approach built on approximately 230 megawatts of natural gas and 200 megawatts of solar, with room designed in from the start to scale toward LAMP’s long term planned capacity of up to 3 gigawatts. That power is planned alongside the MISO South regional power market, giving the campus both independence and regional integration rather than relying on a single source.
Water planning follows the same principle. LAMP’s plans call for more than 50 million gallons of planned water storage, supported by detention ponds and rainwater capture systems built for long term resilience and designed to meet Texas Commission on Environmental Quality compliance standards. None of that infrastructure works in isolation. It has to be planned as one system, which is only possible because the site itself has the room to support it.
Room for More Than One Industry
The scale of the site also allows LAMP to support a range of industrial sectors within a single master-planned campus, including advanced manufacturing, energy infrastructure, rare earth magnet manufacturing, advanced materials, industrial automation, robotics, aerospace, defense, research and development, and logistics.
Each of these industries has different day to day requirements, but all of them depend on the same underlying infrastructure: reliable energy, water, transportation, and utilities. Planning those systems across the whole campus means each industry can draw on shared infrastructure instead of building its own from scratch. That shared foundation is part of what separates an integrated industrial ecosystem from a collection of unrelated tenants sharing a fence line.
What This Means for Liberty County
Land acquisition is a milestone, but what gets built on it, and how it’s built, is what will actually affect the community. LAMP’s commitments start with supporting local hiring, working with local businesses, and building relationships with residents that last well beyond construction.
That includes an ongoing Community Relations Program, built around regular contact with residents rather than occasional updates, so the project develops with input from the community it’s part of, not around it. As the campus moves through planning, permitting, and construction, that program is intended to keep residents informed at every stage, including the ones that involve paperwork and engineering long before they involve visible activity on the ground.
For Liberty County, this acquisition also represents the beginning of a relationship, not just a transaction. LAMP’s long term success depends on the community around it, and that means treating resident input, transparency, and local opportunity as part of the project’s foundation rather than an afterthought addressed once construction is already underway. That commitment does not end with this announcement. It carries forward into every phase that follows, from the technical work of permitting and engineering through the visible progress of construction itself.
What Comes Next
With the site secured, LAMP moves into permitting, followed by site preparation and grading, with vertical construction targeted to begin in late 2025 and Phase 1 completion targeted for December 2026. Each of those stages builds on the one before it, and this acquisition is what makes the rest of that timeline possible.
The work ahead includes master planning and engineering design, environmental review, and regulatory coordination, each one a necessary step before ground is physically broken. None of that work will be visible in the way a finished building is visible, but it is what determines whether the campus that eventually rises on this land performs the way it was designed to.
Securing 701 acres in Liberty County isn’t the finish line. It’s the starting point for a campus meant to grow alongside the community it calls home.
That growth will happen in stages, and each one will be communicated as it happens, not announced only once construction is finished. LAMP’s approach to development is built on the idea that infrastructure, community relationships, and industrial growth all move together, and this acquisition is the first proof that the project intends to follow through on that commitment.
